About the Trust & Your Benefit Plan

The Joint Community Benefits Trust (JCBT) was established April 1, 2017 to provide employee benefits to members of the Community Bargaining Association of BC and their dependents.  The JCBT is jointly sponsored by the Health Services and Support – Community Bargaining Association (CBA) and the Health Employers Association of BC (HEABC).

The JCBT is governed by a Board of Trustees with equal representation by unions and employers.  The Trustees of the JCBT have a fiduciary responsibility to act for the benefit of the JCBT and its beneficiaries. The Trustees work to ensure the Benefit Plan is administered fairly and equitably and in a cost-effective manner for long term sustainability of the plan for all members.

The trust receives negotiated funding from employers as well as some contributions from the plan members.  Those contributions are held in a Trust fund that are then used to pay claims for Extended Health, Dental, Accidental Death & Dismemberment, Group Life and Long Term Disability.  Contributions are also intended to build reserves for future claims, such as LTD.  The reserves are invested through the Health Care Investment Unit Trust (HIUT).  These investments are closely monitored to ensure there is adequate funding available to pay the claims of all eligible employees and their dependents.

Group Benefit coverage, including Dental, Extended Health, Life & Accidental Death, and Long Term Disability benefits are available to Regular full-time, part-time employees as a condition of their employment.  Employees must work and maintain a minimum of 15 hours or more per week to ensure coverage remains in place. Casual employees are eligible for Dental and Extended Health coverage as a condition of employment after completing 180 hours of work.

Make sure you have direct payment set up.  Most dentists will submit claims online directly to PBC and you should receive a decision and payment for what was covered right away.

You may be eligible for coverage under more than one plan.  If so, PBC will co-ordinate the benefits so that the total payment you receive does not exceed the actual expenses incurred.  The charges must be submitted to the primary insurer for the individual first, and then if any balance remains owing, it can be submitted to the secondary insurer, up to the reasonable and customary limits.
